§ 1197-d. Water authority of Great Neck north. 1. A corporation known\nas "water authority of Great Neck north" is hereby created for the\npurposes and charged with the duties and having the powers provided in\nthis title. The authority shall be a corporate governmental agency\nconstituting a public benefit corporation and shall be a "public\ndistrict" for the purposes of section eighty-nine-l of the public\nservice law. The authority shall be governed by a board of directors\nconsisting of eight members. The chief executive officers of the\nvillages of Great Neck, Great Neck Estates, Great Neck Plaza,\nKensington, Kings Point, Saddle Rock, Thomaston and the town of North\nHempstead shall each appoint one member. Each member shall serve for a\nperiod of two years. Each chief executive officer shall file with the\nsecretary of state a certificate of appointment or reappointment of any\nmember appointed or reappointed by such chief executive within thirty\ndays of the appointment or reappointment. Members shall receive no\ncompensation for their services but shall be entitled to reimbursement\nof their necessary expenses, including traveling expenses, incurred in\nthe discharge of their duties. Nothing herein shall be construed as\npreventing a chief executive officer of a municipality from appointing\nhimself or herself to be a member of the board of directors.\n  2. Any one or more of the members of the board of directors may be an\nofficial or an employee of a municipality situated within the district.\nIn the event that an official or an employee of such municipality shall\nbe appointed as a member of the board of directors, acceptance or\nretention of such appointment shall not be deemed a forfeiture of his or\nher municipal office or employment, or incompatible therewith or affect\nhis or her tenure or compensation in any way.\n  3. No action shall be taken by the authority except pursuant to the\nfavorable vote of fifty-one percent of the total authorized voting\nstrength of the board of directors. The total authorized voting strength\nof the board of directors shall be 100.0.\n  (a) The number of weighted votes possessed by each member of the board\nof directors shall be determined in accordance with paragraphs (c), (d)\nand (e) of this subdivision.\n  (b) No action shall be taken by the authority except pursuant to the\nfavorable vote of at least: (i) fifty-one percent of the total\nauthorized voting strength of the board of directors; and (ii) four\nmembers of the board of directors, at least two of whom must be from\namong the four members of the board of directors possessing the greatest\nnumber of weighted votes.\n  (c) The vote of each member shall be equal to one hundred multiplied\nby a fraction, the numerator of which shall be equal to the quantity of\nwater supplied by the authority to the owners, tenants, occupants and\nother water users in the municipality from which such member was\nappointed and the denominator of which shall be equal to the quantity of\nwater supplied by the authority to the owners, tenants, occupants and\nother water users in all of the municipalities within the district.\n  (d) Based upon the water supplied to the municipalities within the\ndistrict in nineteen hundred eighty-two, the voting shall be weighted as\nfollows:\n        MEMBER APPOINTED BY THE CHIEF   AUTHORIZED NUMBER\n         EXECUTIVE OFFICER OF THE           OF VOTES\n          Village of Kings Point             32.9\n          Village of Great Neck              24.4\n          Village of Great Neck Plaza        14.2\n          Village of Great Neck Estates      11.7\n          Town of North Hempstead             8.0\n          Village of Kensington               4.4\n          Village of Saddle Rock              3.9\n          Village of Thomaston                0.5\n                                             ----\n                                      total 100.0\n  (e) Commencing on the first day of April, nineteen h
