§ 13.11 Organization and administration of the office for people with\n          developmental disabilities and its facilities.\n  (a) The commissioner shall have the professional jurisdiction,\nsupervision, and control of the office and all department facilities for\npersons with developmental disabilities.\n  (b) The commissioner shall control the organization of the office and\nmay continue, establish, discontinue, expand, and contract facilities\nunder his or her jurisdiction. The facilities set forth in section 13.17\nin state operations offices may not be discontinued by the commissioner.\nUnits and facilities shall have such functions, duties, and\nresponsibilities as may be assigned to them by the commissioner.\n  (c) The commissioner may, within the amounts appropriated therefor,\nlease space or facilities in which services for persons with\ndevelopmental disabilities are to be provided. He may delegate this\nauthority to the facilities development corporation.\n
