§ 21. Limitation of legislative expenses. Neither house shall, without\nthe consent of the other, order to be printed more than ten thousand\ncopies of any paper, bill or document, the aggregate cost of which shall\nexceed one thousand dollars; or appoint any committee of its own members\nor others at the public expense, except in case of contested elections;\nor incur any expense whatever except as provided by this chapter.\n
