§ 462. Rules and regulations. The commissioner may make rules\nsupplemental to this article as deemed necessary or desirable to assure\nthe public safety as well as to provide reasonable and adequate\nprotection of the lives, health and safety of persons employed in the\nmanufacture, storage, handling, use, purchase, sale, disposition and\nownership of explosives. The commissioner may prescribe such regulations\nas are deemed necessary and proper for the administration of this\narticle. The commissioner shall by rule adopt the codes, standards and\nrecommended practices promulgated by the most recent edition of National\nFire Protection Association, 1123 and 1126 Standards on Fireworks\nDisplays and Use of Pyrotechnics Before a Proximate Audience, in\naccordance with the provisions of this article and article\ntwenty-eight-D of the general business law.\n
