§ 20. Divisions or bureaus. Existing divisions or bureaus in the\ndepartment shall continue until changed, consolidated or abolished\npursuant to this section. The commissioner may establish such divisions\nor bureaus as may be necessary for the administration and operation of\nthe department, under this chapter, and may change, consolidate or\nabolish divisions or bureaus. Each division and bureau shall be subject\nto the supervision and direction of the commissioner, and shall have\njurisdiction of such matters, exercise such powers and perform such\nduties as may be assigned to it by the commissioner.\n
