§ 5406. Appeals. Any applicant to the association and any person\ninsured pursuant to this article, or their representatives, or any\naffected insurer, may appeal to the superintendent within thirty days\nafter any ruling, action or decision by or on behalf of the association,\nwith respect to those items the plan of operation defines as appealable\nmatters.\n
