* § 895. Onondaga county industrial development agency. 1. For the\nbenefit of the county of Onondaga and the inhabitants thereof, an\nindustrial development agency, to be known as the ONONDAGA COUNTY\nINDUSTRIAL DEVELOPMENT AGENCY, is hereby established for the\naccomplishment of any or all of the purposes specified in title one of\narticle eighteen-A of this chapter. It shall constitute a body corporate\nand politic, and be perpetual in duration. It shall have the powers and\nduties now or hereafter conferred by title one of article eighteen-A of\nthis chapter upon industrial development agencies. It shall be organized\nin a manner prescribed by and be subject to the provisions of title one\nof article eighteen-A of this chapter. Its members shall be appointed by\nthe governing body of the county of Onondaga. The agency, its members,\nofficers and employees, and its operations and activities, except as\nprovided specifically herein, shall be governed by the provisions of\ntitle one of article eighteen-A of this chapter.\n 2. In addition to the powers and duties now or hereafter conferred by\ntitle one of article eighteen-A of this chapter, the agency shall have\nthe power (i) to acquire, construct, own, maintain, and lease or sell to\na railroad or private business corporation any interest including\neasements or rights of way, in one or more railroad supporting service\nfacilities located in Onondaga county, including necessary switching\napparatus, track, and other equipment necessary or convenient thereto,\nwhich will be used in conjunction with industrial, manufacturing,\ncommercial or warehousing operations and (ii) to finance such facilities\nthrough the issuance of its bonds and notes, when in the judgment of the\nagency, such facilities will serve to promote, develop, encourage and\nassist in the acquiring, constructing, reconstructing, improving,\nmaintaining, equipping and furnishing industrial, manufacturing,\nwarehousing, commercial, and research facilities including industrial\npollution control facilities and thereby advance the job opportunities,\nhealth, general prosperity and economic welfare of the people of the\nstate and improve their prosperity and standard of living.\n * NB Agency expires per §§ 856 and 882\n
