§ 520. Construction. This article shall be construed liberally to\neffect the purposes hereof and the enumeration of specific powers in\nthis act shall not operate to restrict the meaning of any general grant\nof power contained in this chapter or to exclude other powers\ncomprehended in such general grant. In construing this chapter\nconsideration shall be given to its purposes and intent, among others,\nof consolidating, clarifying and simplifying the respective provisions\nof the chapters repealed as hereinafter specified in section five\nhundred twenty-five hereof and of authorizing municipalities to\nundertake one or more programs of urban renewal with respect to the\nclearance, replanning, reconstruction, rehabilitation, redevelopment,\nconservation, restoration or improvement of substandard, insanitary,\nslum, blighted, deteriorated or deteriorating residential,\nnon-residential, improved or vacant areas, or the remedying of\nunsuitable topographical, subsoil or other physical conditions which\ntend to impede the development of such areas, for residential,\ncommercial, industrial, community, public and other uses and to apply\nfor and accept federal or state loans, subsidies or grants in connection\ntherewith. Insofar as the provisions of this article are inconsistent\nwith the provisions of any other general, special or local law, the\nprovisions of this article shall be controlling.\n
