Establishment of community facilities and programs for the elderly

§ 290. Establishment of community facilities and programs for the\nelderly.  The local legislative body of a city, town or village may, by\nresolution, determine to establish, construct, equip, maintain and\noperate for such city, town or village, a facility for housing, or for\nother residential or non-residential use of the elderly citizens of the\ncommunity and for the operation and provision of health, recreational,\nvocational and other programs and services for such citizens. The local\nlegislative body of a county may, by resolution, determine to establish,\nconstruct, equip, maintain and operate for such county, a facility for\nresidential use other than housing, or for non-residential use of the\nelderly citizens of the county and for the operation and provision of\nhealth, recreational, vocational and other programs and services for\nsuch citizens. In any city in which a board of estimate and\napportionment or other board is required to approve appropriations for\npublic purposes, the resolution of the legislative body to establish a\nfacility and programs for the elderly shall be effective only after the\nnecessary appropriation for lands and buildings for such facility and\nprograms shall have been approved by such board, in the same manner and\nby the same vote by which it is required by law to approve other\nappropriations for public purposes.\n
