§ 119-q. Definitions.  As used in this article, the following terms\nshall mean and include:\n  a. "Municipal corporation".  A city, town, village, county not wholly\ncontained within a city, special transportation district, public benefit\ncorporation or other public corporation, or two or more of the foregoing\nacting jointly.\n  b. "Mass transportation capital project".  The acquisition,\nconstruction, reconstruction or improvement of any rapid transit,\nrailroad, railroad freight capital facility, omnibus, marine\ntransportation or other mass transportation capital facility and any\ncapital equipment used in connection therewith.\n  c. "Airport or aviation capital project."  The acquisition,\nconstruction, reconstruction or improvement of an airport or aviation\ncapital facility and any capital equipment used in connection therewith.\n  d. "Federal mass transportation operating assistance." Any federal\nfinancial assistance granted for the specific purpose of paying the\noperating expenses of any public transportation system, as such term is\ndefined in section eighteen-a of the transportation law, or any rail\nfreight system, in providing transportation services.\n
