§ 121. Powers of the authority. The authority, by and through its\nboard, shall have the following functions, powers and duties:\n 1. To coordinate and assist in activities in the city relating to drug\ncontrol;\n 2. To establish in-patient and out-patient treatment facilities for\npersons with substance use disorders. Such facilities shall include, but\nshall not be limited to:\n a. detoxification centers and clinics for the out-patient treatment of\npersons with substance use disorders;\n b. a treatment center where persons with substance use disorders may\nobtain professional counseling from physicians, psychologists,\npsychiatrists and where possible, other persons with substance use\ndisorders;\n c. half-way houses to provide continuing treatment for persons with\nsubstance use disorders.\n 3. To create a referral program whereby persons with substance use\ndisorders and persons and agencies concerned with their treatment will\nmake use of the aforementioned treatment facilities;\n 4. To encourage and, when so requested, assist cooperative efforts\namong state and city agencies in developing solutions to the drug\nproblem;\n 5. To establish one or more treatment districts within the city based\non geography and population density; and to employ a referral counselor\nin each treatment district;\n 6. To encourage and foster, if possible, the use of former drug\nabusers and persons formerly addicted to drugs as staff personnel;\n 7. To develop preventative educational programs and in the city of New\nYork, to assist narcotic guidance councils of community boards in the\ndevelopment of such programs;\n 8. Outside the city of New York, to act as agent for the city in\naccepting any public or private funds which may be made available to the\ncity to combat the problems of drug abuse;\n 9. To make a continuing evaluation of the preventative educational\ntechniques and pharmacological and psychiatric treatment procedures used\nin the city;\n 10. To utilize former drug abusers and ex-addicts in educational\ncounseling and make periodic evaluations of their effectiveness;\n 11. To establish youth centers to provide individual and group therapy\nand develop constructive work habits;\n 12. To develop a program designed to educate and enlighten parents on\ndetection, prevention and treatment of problems relating to drug use and\nin the city of New York to assist narcotic guidance councils of\ncommunity boards in the development of such programs.\n
