§ 10. Licenses to adult blind persons. The mayor of any city shall\nhave the power to issue a license to any adult blind person for the\nvending of goods, or newspapers in such places as he or she may set\naside for this purpose. The license shall be issued for a term of one\nyear and no charge shall be made for the license. A license shall not be\nissued to a blind person unless he or she is a resident for three years\nin the city in which application for such license is made and is a\ncitizen of the United States or a noncitizen lawfully admitted for\npermanent residence in the United States.\n This license shall be revocable only for cause.\n
