§ 745. Preemption. The provisions of this article and section four\nhundred fifteen of the vehicle and traffic law shall govern the\nrequirements and obligations with respect to the automobile broker\nbusiness notwithstanding any other law to the contrary. No local or\nmunicipal law shall be enacted which shall impose any different or other\nobligations on the automobile broker business including a requirement of\nany fee or license for the automobile broker business.\n
