§ 427. Preemption. 1. The provisions of this article shall exclusively\ngovern all coin processors notwithstanding the provisions of any other\nlaw to the contrary and further, no local law shall be enacted which\nshall require any fee or license for the licensure or registration of\ncoin processors.\n 2. The provisions of this article shall not apply to any subsidiary of\nan entity organized and operating pursuant to the Bank Holding Company\nAct of 1956 (12 USCA 1841 et seq.).\n
