§ 749. Record of proceedings of the board; certificates and subpoenas.\n1. The board shall cause a record to be kept of its proceedings by its\nsecretary or other officer designated by it.\n  2. The records of its proceeding and copies of all papers and\ndocuments in its possession and custody may be authenticated in the\nusual form, under the official seal of the board and the signature of\nthe chairman or secretary of the board, and shall be received in\nevidence in the same manner and with like effect as deeds regularly\nacknowledged or proven.\n  3. The board may issue subpoenas, which, when authenticated by any\nmember or the secretary shall be regulated by the civil practice law and\nrules.\n
