§ 70-0103. Legislative findings and declarations.\n The legislature finds and declares that:\n 1. It is the intent of the legislature to assure the fair, expeditious\nand thorough administrative review of regulatory permits.\n 2. It is the intent of the legislature that, to the extent feasible\nand appropriate, statutory and regulatory procedures shall be made\nuniform and inconsistencies and redundancies shall be eliminated.\n 3. It is the intent of the legislature to establish reasonable time\nperiods for administrative agency action on permits.\n 4. It is the intent of the legislature to encourage public\nparticipation in government review and decision-making processes and to\npromote public understanding of all government activities.\n 5. It is the intent of the legislature that, to the maximum extent\nfeasible, a comprehensive project review approach shall replace separate\nand individual permit application reviews.\n
