§ 7-0107. General functions, powers and duties.\n  1. In providing counsel to the Governor on environmental policy\nmatters, the council shall:\n  a. Advise the Governor on comprehensive environmental management\npolicy for the state.\n  b. At the request of the Governor, provide an overview in both the\npublic and private sector on matters affecting the environment, giving\nits judgment on specific matters referred to it.\n  c. Develop or cause to be developed guidelines for weighing the\ncomplex interrelationships between environmental quality, economic\ndevelopment, and the growing population associated with economic growth.\n  d. Study and from time to time report to the Governor on environmental\nconditions and trends in the state.\n  e. Recommend state environmental policies, including legislation for\nimplementation thereof, to improve the functioning of the state and the\nenvironment of the state.\n  2. To assist in carrying out the aforementioned functions as provided\nin this section, the council may:\n  a. Request and shall receive from any court, department, division,\nboard, bureau, commission or agency of the state or any political\nsubdivision thereof, such assistance as will enable it properly to carry\nout its powers and duties under this section.\n  b. Make or recommend such special environmental studies as it deems\nappropriate or desirable.\n  c. Hold public and private hearings for specified purposes, take\ntestimony, subpoena witnesses, and require production of books, records,\nand papers.\n  d. Report its findings to the Governor.\n
