§ 54-0505. Criteria for municipal landfill closure projects.\n 1. State assistance payments shall be approved only for closure\nprojects that include plans for closure, post-closure and construction\nin accordance with the department's solid waste management regulations\napplicable to new projects which were in effect six months prior to the\ndate of submittal of the final application.\n 2. Municipal landfill closure project costs incurred prior to April\nfirst, nineteen hundred ninety-three shall not be eligible for state\nassistance payments funded pursuant to this article.\n 3. Prior to processing applications for state assistance payments for\nprojects pursuant to this section, the commissioner shall promulgate, in\nconsultation with the director of the budget, rules and regulations\nwhich shall include criteria for determining eligible expenditures and\nprocedures governing the commitment and disbursement of funds\nappropriated in accordance with this section. The commissioner also\nshall promulgate rules and regulations which shall include application\nprocedures, review processes, and project approval guidelines and\ncriteria.\n
