§ 49-0111. Grants or gifts.\n The department, with the approval of the Governor, may accept as agent\nof the state any gift, devise or bequest, whether conditional or\nunconditional (notwithstanding the provisions of section 11 of the State\nFinance Law), and including federal grants, for any of the purposes of\nthis article. Any moneys so received may be expended by the department\nto effectuate any purpose of this article, subject to the same\nlimitations as to approval of expenditures and audit as are prescribed\nfor state moneys appropriated for the purposes of this article.\n
