§ 28-0103. Declaration of purpose.\n It is the purpose of this article to:\n 1. promote pollution prevention as a means for preventing the risks\nassociated with the use and production of hazardous substances,\nincluding risks to public health and the environment;\n 2. promote pollution prevention as a means for reducing energy and\nresource consumption, and reducing or eliminating the generation of\nhazardous substances, pollution and waste;\n 3. promote implementation of affordable and cost effective methods of\nachieving pollution prevention as means of sustaining and safeguarding\nthe competitive advantage of New York businesses, large and small, and\nadvancing innovation in the reduction of energy and resource consumption\nand the reduction or elimination of hazardous substances, pollution and\nwaste;\n 4. promote voluntary implementation of pollution prevention as a means\nfor meeting the requirements of state or federal environmental laws or\nregulations; and\n 5. promote coordination and cooperation between all federal, state and\nlocal agencies and private organizations administering programs related\nto pollution prevention, energy consumption, resource consumption, the\nuse and generation of hazardous substances, or the generation of waste\nor pollution.\n
