§ 27-0701. Definitions.\n As used in this title:\n 1. "Solid waste" means all putrescible and non-putrescible materials\nor substances discarded or rejected as being spent, useless, worthless\nor in excess to the owners at the time of such discard or rejection,\nexcept including but not limited to garbage, refuse, industrial and\ncommercial waste, sludges from air or water control facilities, rubbish,\nashes, contained gaseous material, incinerator residue, demolition and\nconstruction debris, discarded automobiles and offal but not including\nsewage and other highly diluted water carried materials or substances\nand those in gaseous form.\n 2. "Solid waste management facility" means any facility employed\nbeyond the initial solid waste collection process including, but not\nlimited to, transfer stations, baling facilities, rail haul or barge\nhaul facilities, processing systems, including resource recovery\nfacilities or other facilities for reducing solid waste volume, sanitary\nlandfills, facilities for the disposal of construction and demolition\ndebris, plants and facilities for compacting, composting or pyrolization\nof solid wastes, incinerators and other solid waste disposal, reduction\nor conversion facilities.\n 3. "Solid waste management" means the purposeful and systematic\ntransportation, storage, processing, recovery and disposal of solid\nwaste.\n 4. "Resource recovery" means the separation, extraction and recovery\nof useable materials, energy or heat from solid waste through source\nseparation, recycling centers or other programs, projects or facilities.\n
