§ 27-0505. Powers and duties of the commissioner.\n  In administering and enforcing the provisions of this title, the\ncommissioner shall:\n  1. make an estimate of funds or appropriations for inclusion annually\nin the executive budget for state aid under this title including section\n27-0509 hereof;\n  2. receive applications for state aid in such form and containing such\ninformation as he may require;\n  3. qualify municipalities for state aid and advise them concerning\nsuch qualification;\n  4. in the cases of collection system development programs and\nimplementation feasibility projects, approve the geographical scope and\nsubject matter coverage thereof prior to commencement to work thereon;\n  5. approve prior to final payment the documents in respect to which\nstate aid has been sought;\n  6. approve vouchers for payment of state aid grants;\n  7. adopt guidelines setting forth criteria by which to evaluate the\neligibility and relative entitlement of municipalities for funding under\nthis title; and\n  8. perform such other and further acts and promulgate such further\nrules and regulations as may be necessary, proper and desirable to carry\nout effectively the provisions of this title.\n
