§ 23-2311. Reports.\n  The commissioner shall in consultation with the commissioners of the\nstate energy office and transportation, submit a report to the governor\nand legislature not later than April first of each year, containing, but\nnot limited to, the following information:\n  1. The amount of lubricating oil sold throughout the state in the\nprevious year;\n  2. The amount and location of used oil collected and the amount\nreceived in the previous year;\n  3. The significance of used oil as a contributor to air and water\npollution and other environmental problems;\n  4. The problems of the oil rerefining industry in carrying out the\npurposes of this title, and possible solutions thereto, including but\nnot limited to, new technological requirements, marketing techniques and\ndeficiencies and suggested tax incentive programs;\n  5. The estimated impact which the provisions of this title and other\nrelevant provisions of law have had upon the conservation of petroleum\nresources; and\n  6. Proposals for further legislative action to aid in carrying out the\npurposes of this title.\n
