§ 21-0311. Financial examination; recommendations.\n 1. The commission shall keep accurate accounts of all receipts and\ndisbursements and shall report to the Governor and the legislature of\nthe state of New York, on or before the tenth day of January in each\nyear, setting forth in detail the transactions conducted by it during\nthe preceding calendar year and shall make recommendations for any\nlegislative action deemed by it advisable including amendments to the\nstatutes of the state of New York which may be necessary to carry out\nthe intent and purposes of the compact between the signatory states.\n The Comptroller of the state of New York is hereby authorized and\nempowered from time to time to examine the accounts and books of the\ncommission including its receipts, disbursements and such other items\nreferring to its financial standing as such Comptroller may deem proper\nand to report the results of such examination to the Governor of such\nstate.\n
