Appropriation for flood control purposes

§ 16-0105. Appropriation for flood control purposes.\n  The legislature may appropriate from any money in the state treasury\nnot otherwise appropriated for payment by the state for the costs of the\nstate's participation in federal flood control projects and for\nengineering connected with these projects including personal services\nand expenses. The money appropriated shall be available for the cost of\nrelocation and reconstruction of state highways, including structures;\nfor channel improvements; for check dams; for quarries, gravel pits,\nspoil banks and burrow pits; for access roads; for camp sites; for\nrelocation of buildings, structures and facilities; for relocation of\nthe properties, structures, service lines and connections incident\nthereto of public service utilities, both publicly and privately owned;\nfor relocation of railroad rights-of-way, facilities and structures; for\nrights of way and for other related purposes contemplated by and\nincidental to said flood control projects. The moneys appropriated shall\nalso be available for payment by the state for the relocation and\nreconstruction of streets, sidewalks, public grounds, parks, cemeteries,\nwater supply systems, sewer systems and lighting systems of municipal\ncorporations, county roads and town highways, including structures and\nincluding rights of way.\n
