§ 15-2705. Jurisdiction of the commissioner and the Adirondack park\n             agency.\n  Notwithstanding provisions of any other general or special law, the\nfunctions, powers and duties encompassed by this section shall be vested\nin the Adirondack park agency as to any privately owned part of a river\narea within the Adirondack park as defined by law which may become part\nof the system; however, the commissioner shall have exclusive\njurisdiction over all other river areas in the state and of all parts of\nriver areas owned by the state located within the Adirondack park which\nmay become part of the system. This section shall not be construed to\ndivest the commissioner from the exercise of functions, powers and\nduties which have not been delegated by law to the agency. If the\ncommissioner or the agency shall conduct any studies, proceedings or\nactivities under this section or otherwise which affect or may affect\nriver areas, any part of which are within the Adirondack park, they\nshall consult and cooperate to carry out the purposes of this title.\n
