§ 15-1305. Powers and duties of the state Commissioner of Health.\n  The Commissioner of Health shall:\n  1. Review the area and scope of any comprehensive study prior to its\nexecution and make recommendations to the Department of Environmental\nConservation with respect thereto.\n  2. Advise legal agencies and the participating municipalities of the\napproval of their applications for state aid pursuant to this title;\n  3. Execute contracts for the services of consulting engineers\nnecessary for such studies and reports jointly with the local agency\nrequesting state aid therefor;\n  4. Approve the amount of compensation to be paid for such engineering\nservices and the method of determining such compensation; provided,\nhowever, that such compensation shall not be computed on a per diem or\npercentage of estimated costs basis;\n  5. Receive and approve final reports of local agencies prior to final\npayment;\n  6. Approve vouchers for the payment of state aid grants pursuant to\nthe provisions of this title;\n  7. Prepare and file with the Department of Environmental Conservation\nfor its review and evaluation an annual report on the scope and results\nof comprehensive studies undertaken pursuant to this section;\n  8. Make an estimate of the annual funds necessary to carry out the\nprovisions of this title and, with the approval of the Department of\nEnvironmental Conservation request such amount for inclusion in the\nexecutive budget;\n  9. Perform such other and further acts as may be necessary, proper or\ndesirable to carry out effectively the provisions of this section.\n
