§ 13-0501. Marine and coastal district of New York conservation,\n                 education, and research grants program.\n  1. There is hereby created within the department the marine and\ncoastal district of New York conservation, education, and research\ngrants program. The program shall make grants available to eligible\nrecipients for conservation, research, and education projects relating\nto such marine and coastal district. For purposes of this title, the\nterm "eligible recipients" shall mean not-for-profit corporations\nlocated within New York state whose purpose is to promote sport fishing,\nincrease participation in recreational angling, increase public\nawareness and appreciation of aquatic natural resources, encourage\nconservation of fisheries resources, or promote research relating to the\nmarine and coastal district of New York.\n  2. The grants program may include funding for programs containing\nelements such as, but not limited to, the following:\n  (a) educational programs which raise public awareness and appreciation\nof the need for protecting, conserving, and restoring the state of New\nYork's aquatic natural resources.\n  (b) research relating to the marine and coastal district of New York.\n  (c) production of informational materials in print, audio, video,\nelectronic, or other media.\n  (d) production and distribution of exhibits, public service\nannouncements, and advertisements.\n  (e) programs which promote angling and sport fishing through\ninformation and/or training.\n  3. The commissioner may accept grants from public or private sources\nfor the program. Any such monies shall be deposited in the marine and\ncoastal district of New York conservation, education, and research fund\nestablished pursuant to section ninety-five-c of the state finance law.\nThe commissioner, in administering this section, shall seek to\ncoordinate the program with other public and private efforts, and may\nundertake joint or cooperative programs with other public or private\nentities.\n  4. The commissioner shall make rules and regulations necessary and\nappropriate for the implementation of this section.\n
