§ 13-0336. Marine and coastal district party and charter boat license.\n 1. No owner or operator of a party boat or charter boat shall carry\nrecreational fishing passengers in the marine and coastal district or\nland fish taken outside the territorial waters of the state without\nholding a party or charter boat license issued by the department for an\nannual fee of two hundred fifty dollars and a recreational marine\nfishing registration issued by the department. Such license and\nregistration shall be issued only to persons domiciled in the state or\nin a state which affords reciprocal fishing privileges to persons\ndomiciled in New York. Such license and registration shall be available\non the vessel at all times. For purposes of this subdivision, party\nboats and charter boats are vessels used to carry passengers for hire\nwherein a fee is charged, either directly or indirectly, for the purpose\nof taking or attempting to take marine fish for recreational purposes.\n 2. Party and charter boat licenses shall expire on December\nthirty-first of each year.\n
