§ 5903. Functions of institute. The legislative institute shall\nprovide a center for research, training and information on the\nlegislative process. The institute is hereby empowered to conduct\nclasses both credit and non-credit on the legislative process; to\norganize inter-disciplinary groups of scholars to study the legislative\nprocess; to convoke seminars involving the legislative scholars and\nlegislators; to establish a central library on legislative systems; to\npublish such books and periodicals as it shall deem appropriate on the\nlegislative process; to assist in orientation of new legislators; and to\nprovide such assistance as may be requested by the legislature in\nimproving its management and operations.\n
