§ 3317. Severability and construction. 1. The provisions of this\ncompact shall be severable, and if any phrase, clause, sentence or\nprovision is deemed unenforceable, the remaining provisions of the\ncompact shall be enforceable.\n 2. The provisions of this compact shall be liberally construed to\neffectuate its purposes.\n 3. Nothing in this compact shall be construed to prohibit the\napplicability of other interstate compacts to which the states are\nmembers.\n
