§ 9. The sum of one hundred thousand dollars ($100,000), or so much\nthereof as may be necessary, is hereby appropriated out of any moneys in\nthe state treasury not otherwise appropriated, for the expenses of the\nport authority. The moneys hereby appropriated shall be paid out by the\nstate treasurer on the warrant of the comptroller upon vouchers audited\nby the chairman of the port authority.\n
