§ 17-a. Placement of certain director of school facility positions. 1.\nThe legislature hereby finds and declares that the continued,\nuninterrupted, adequate and efficient operation of school facilities is\nnecessary for the general welfare of the people; that such adequate\noperation involves and requires personnel with highly specialized\nability, skill, training, and knowledge; that local civil service\ncommissions may decide to classify such positions where they constitute\nbona fide civil service positions as evidenced by factors including\nenhanced pay, benefits, and dignity of position; that while competitive\nexamination has been deemed practicable for directors of school\nfacilities, to require such examination for valid appointment of current\nlong-standing employees would irreparably disorganize certain school\nfacility operations, endanger the safety of students, and interrupt the\ncontinuity and effective performance of important educational\noperations.\n 2. Notwithstanding the provisions of this chapter or any provisions to\nthe contrary contained in any general, special, or local laws, any\nperson holding a permanent competitive class appointment as:\n (a) Supervisor of Buildings and Grounds - Albany City School District,\nSuperintendent of Buildings and Grounds, Director of Facilities,\nDirector of Facilities and Transportation, Director of Facilities and\nOperations - Albany County;\n (b) Superintendent of Buildings and Grounds - Allegany County;\n (c) Director of School Facilities I, II and III; Director of School\nFacilities and Operations III - Broome County;\n (d) Superintendent of Buildings & Grounds - Cattaraugus County;\n (e) Superintendent of Buildings and Grounds - Cayuga County;\n (f) Facilities Manager - Forestville School, Maintenance and\nTransportation Manager - Ripley CSD, Superintendent of Buildings and\nGrounds, Superintendent of Buildings and Transportation - Dunkirk School\nDistrict, Senior Building and Maintenance Mechanic - Fredonia CSD,\nDirector of Facilities and Operations and Superintendent of Buildings\nand Grounds - City of Jamestown - Chautauqua County;\n (g) Superintendent of Buildings and Grounds, Supervisor of Buildings\nand Grounds - Chemung County;\n (h) Superintendent of Buildings and Grounds - Chenango County;\n (i) Superintendent of Buildings and Grounds; Superintendent of\nBuildings and Grounds II; Superintendent of Buildings and Grounds I;\nSuperintendent of Buildings and Transportation - Clinton County;\n (j) Supervisor of Buildings and Grounds, Superintendent of Buildings\nand Grounds, Director of Facilities, Director of Facilities and\nTransportation, Director of Facilities and Operations - Columbia County;\n (k) Superintendent of Buildings and Grounds - Cortland County;\n (l) Superintendent of Buildings and Grounds, Head Custodian - Franklin\nCSD, Margaretville CSD & South Kortwright CSD - Delaware County;\n (m) Director of Facilities and Operations I, II, III - Dutchess\nCounty;\n (n) Superintendent of Buildings and Grounds - Erie County;\n (o) Superintendent of Buildings and Grounds; Superintendent of\nBuildings, Grounds and Transportation - Essex County;\n (p) Superintendent of Buildings and Grounds, Director of Facilities\nand Operations I & II; Director of Facilities - Franklin County;\n (q) Supervisor of Buildings and Grounds, Superintendent of Buildings\nand Grounds, Director of Facilities, Director of Facilities and\nTransportation, Director of Facilities and Operations - Fulton County;\n (r) Supervisor of Buildings and Grounds - Genesee County;\n (s) Supervisor of Buildings and Grounds, Superintendent of Buildings\nand Grounds, Director of Facilities, Director of School Facilities,\nDirector of Facilities and Transportation, Director of Facilities and\nOperations - Greene County;\n (t) Facilities Manager, Superintendent of Buildings and Grounds,\nDirector of Facilities; Head Custodian - South Jefferson Central School;\nHead Custodian - T
