§ 89. Reports of others acting as magistrates. Whenever any person,\nother than a judge of the court, shall act as a magistrate within the\ncity, it shall be his duty to cause a record thereof to be kept which\nshall contain such information as is required by rule or order of court;\nand, on or before the twentieth day of January in each year, to make a\nreturn of such information to the chief clerk of the court.\n
