§ 260. Legislative findings and objectives; waste prevention. The\nlegislature hereby finds and declares that there are ever increasing\nopportunities to promote economic development and enhance the\nenvironment through waste prevention. Whether through better\nenvironmental management practices that prevent or reduce the generation\nof wastes, the adoption of innovative environmental technologies, the\nsubstitution of less toxic materials or substances, or through recycling\nand reuse of secondary materials, waste prevention can often improve\ncompetitiveness and environmental quality.\n  By partnering with New York companies to promote waste prevention, New\nYork residents will be investing in a healthy environment and a healthy\neconomy. Strategic planning and investment in sustainable development\nwill spark business growth and competitiveness and create jobs, while\nprotecting and enhancing the quality of the environment.\n
