Section 1.  There  shall  be  the following standing committees which\nshall serve and shall continue throughout the year:\n  To consist of thirty-seven Senators:\n  Finance\n  To consist of twenty-five Senators:\n  Rules\n  To consist of twenty-three Senators:\n  Judiciary\n  To consist of nineteen Senators:\n  Banks\n  Transportation\n  Education\n  Higher Education\n  Insurance\n  To consist of seventeen Senators:\n  Health\n  To consist of sixteen Senators:\n  Codes\n  Labor\n  To consist of thirteen Senators:\n  Crime Victims, Crime and Correction\n  Environmental Conservation\n  Cultural Affairs, Tourism, Parks and Recreation\n  Veterans, Homeland Security and Military Affairs\n  To consist of eleven Senators:\n  Aging\n  Civil Service and Pensions\n  Commerce, Economic Development and Small Business\n  Energy and Telecommunications\n  Agriculture\n  Consumer Protection\n  Mental Health and Developmental Disabilities\n  Racing, Gaming and Wagering\n  To consist of nine Senators:\n  Elections\n  Housing, Construction and Community Development\n  Infrastructure and Capital Investment\n  Investigations and Government Operations\n  Local Government\n  To consist of six Senators:\n  Children and Families\n  Cities\n  Corporations, Authorities and Commissions\n  Ethics\n  Social Services\n  Alcoholism and Drug Abuse\n  a.  The Republican Conference Leader, the Democratic Conference Leader\nand  the  Independent  Democratic  Conference  Leader and their Deputies\nshall be nonvoting ex-officio members of all standing committees of  the\nSenate  of  which  they  are  not actual members. As far as practicable,\nSenators shall be appointed to no more than seven standing committees.\n  b. Term limits for chairs and ranking members.  No  chair  or  ranking\nmember  of  a  committee  shall serve in such capacity longer than eight\nconsecutive years.\n  c.  Conference  membership  of  committees.  The  membership  of   all\ncommittees,  unless otherwise provided by the act or resolution creating\nthem, shall be composed, as nearly as may be, of Majority Coalition  and\nDemocratic  Conference  members  in the same proportion as the number of\nMajority Coalition and Democratic Conference members in the Senate bears\nto the total membership of the Senate.\n  For  purposes  of  committee  composition,  in  the  event  that   the\nproportion  of  Majority  Coalition members would result in a fractional\namount, the number of Majority Coalition members shall be rounded up  to\nthe  next  whole  number.   Furthermore, the total number of Independent\nDemocratic Conference members appointed to all committees  shall  be  in\nthe  same proportion, as nearly as may be, as the number of Independence\nDemocratic   Conference  members  in  the  Senate  bears  to  the  total\nmembership of the Senate. Further, in the case of an excused absence  of\nany  committee  member on either the Finance or the Rules Committee, the\nConference Leaders may designate an alternate member of  the  conference\nfor  meetings of standing committees provided written notice is provided\nand accepted by the Majority Coalition Leaders at least one  hour  prior\nto the commencement of such committee meeting.\n  d.  The  provisions  of  the  opening  paragraph  of  this section and\nparagraph c of this section relative to the proportional  membership  on\ncommittees  as  well  as the specific number of members to comprise each\ncommittee may be amended by resolution adopted by a majority of  members\nelected.\n
