§ 140. Saving clause. 1. The provisions of this chapter or the repeal\nof any statute thereby, shall not affect or impair any act done or right\naccrued or acquired, or any liability, penalty, forfeiture or punishment\nincurred or defense accrued, or established prior to its enactment. If\nany clause, sentence, paragraph or part of this chapter shall, for any\nreason, be adjudged by any court of competent jurisdiction to be\ninvalid, such judgment shall not affect, impair or invalidate the\nremainder thereof, but shall be confined in its operation to the clause,\nsentence, paragraph or part thereof, directly involved in the\ncontroversy in which such judgment shall have been rendered.\n 2. Any work or proceeding initiated under any existing law pertaining\nto canal matters shall be conducted legally to its termination and\nconclusion in the manner, subject to the provisions of and in accordance\nwith the procedure prescribed by such law. It is the intent that upon\nthe enactment of this chapter into law all work or proceedings\nundertaken thereafter relating to canal matters shall be administered\nunder the authority and provisions contained in this chapter.\n
