§ 4A. The port authority is hereby authorized and empowered, in its\ndiscretion, to construct, own, maintain and operate in Washington\nHeights in the borough of Manhattan, New York city, as an addition and\nimprovement to the vehicular bridge over the Hudson river at Fort Lee,\nknown as and hereinafter in this section referred to as the George\nWashington bridge, a bus passenger facility, by which is meant a\nfacility consisting of one or more buildings, structures, improvements,\nloading or unloading areas, parking areas or other facilities necessary,\nconvenient or desirable in the opinion of the port authority for the\naccommodation of omnibuses and other motor vehicles operated by carriers\nengaged in the transportation of passengers, or for the loading,\nunloading, interchange or transfer of such passengers or their baggage,\nor otherwise for the accommodation, use or convenience of such\npassengers or such carriers or their employees and for purposes\nincidental thereto.\n  Nothing herein contained shall be deemed to prevent the port authority\nfrom establishing, levying and collecting tolls and other charges in\nconnection with such bus passenger facility in addition to and other\nthan the tolls or charges established, levied and collected in\nconnection with the George Washington bridge or any other bridge or\ntunnel.\n
