§ 156-f. Rules and regulations.  The commissioner shall adopt and\npromulgate such rules and regulations generally to supplement and give\nfull effect to the provisions of this article, and specifically to\nregulate the marketing, packing, labeling and shipping of "culls," as he\nshall deem necessary. Such rules and regulations shall be filed and open\nfor public inspection at the principal office of the department and\nshall have the force of law.\n
