§ 114-a. License or permit issuance and registration approval. 1. The\nauthority upon receiving an application and appropriate payment shall,\nto the extent practicable, provide the applicant with a receipt within\ntwenty-five business days. Such receipt shall include the date of\nacceptance of such application as well as an estimated length of time\nnecessary for the authority to review and make a determination on such\napplication. Such receipt shall include a unique serial, certification\nor other identifying number.\n  2. No license or permit shall be issued and no registration approved\npursuant to this chapter until such time as any check or draft submitted\nfor payment of the required fee has been honored by the payor financial\ninstitution, provided, however, that this provision shall not apply in\nthe case of a certified check, bank officers' check or money order.\n
