As used in the New Mexico Beef Council Act: A. "board" means the New Mexico livestock board; B. "council" means the New Mexico beef council; C. "director" means the director of the New Mexico department of agriculture; D. "department" means the New Mexico department of agriculture; and E. "producer" means any person engaged in the business of raising, breeding, feeding or growing cattle or calves for beef production or for dairy production.
