As a basis for developing a comprehensive solid waste management program, the director shall prepare and submit to the board for approval a solid waste management plan no later than December 31, 1992. The plan shall be comprehensive and integrated and shall include consideration of the following activities with the priorities indicated: A. first, source reduction and recycling; B. second, environmentally safe transformation; and C. third, environmentally safe landfill disposal.
