This act [Chapter 72, Article 17 NMSA 1978] being necessary to secure and preserve the public health, safety and general welfare, the rule of strict construction shall have no application hereto, but it shall be liberally construed to effect the purposes and objects for which this act is intended. Severability. — Laws 1967, ch. 156, § 104, provided for the severability of the act if any part or application thereof is held invalid.
