In addition to its other powers and duties, the department shall adopt rules and regulations necessary to carry out the provisions of the Litter Control and Beautification Act pursuant to the State Rules Act [Chapter 14, Article 4 NMSA 1978]. History: Laws 1985, ch. 23, § 6.
