The director has the power to adopt reasonable rules and regulations for the purpose of implementing the Aircraft Registration Act. No authority to provide for exemptions. — Authority to promulgate rules to implement the act does not imply authority to promulgate regulations providing for exemptions from the assessments imposed thereby. 1972 Op.
