The purpose of Chapter 62, Article 14 NMSA 1978 is to prevent injury to persons and damage to property from accidents resulting from damage to pipelines, underground utility lines, cable television lines and related facilities by excavating and blasting. The 1987 amendment, effective June 19, 1987, substituted "Chapter 62, Article 14 NMSA 1978" for "this act" and "lines, cable television lines" for "line." Am.
