The department and the authority shall report jointly to the governor and the legislature by December 1 of each year on the behavioral health capital funding program. History: Laws 2004, ch. 71, § 8. Effective dates. — Laws 2004, ch. 71 contained no effective date provision, but, pursuant to N.M. Const., art. IV, § 23, was effective May 19, 2004, 90 days after adjournment of the legislature.
