New Mexico Code § 5-5-27

Liberal construction

This act [5-5-1 to 5-5-23, 5-5-25 to 5-5-27 NMSA 1978] being necessary to secure
the public health, safety, convenience and welfare, it shall be liberally construed to
effect its purposes.
