The Public Improvement District Act, being necessary for the welfare of the state and its inhabitants, shall be liberally construed to effect the purposes of that act. History: Laws 2001, ch. 305, § 27. Severability. — Laws 2001, ch. 305, § 29 provided for the severability of the act if any part or application is held invalid.
