A. A county may establish and maintain, manage and supervise a system of storage, collection and disposal of all refuse. The board of county commissioners may appropriate money for: (1) the lease, purchase or condemnation of such lands or rights-of-way as are necessary for the storage, collection and disposal of refuse; (2) the planning, construction, improvement, operation and maintenance of such structures and equipment as may be necessary for the storage, collection and disposal of refuse; (3) the compensation of the necessary employees; (4) the payment of the cost of contracting on behalf of the county for the collection and disposal of refuse by any firm, corporation or individual.
